Or can the applicant change his personal statement for the schools he’ll apply to later (ie, LSE or St Andrews) In other words, is it possible to submit one personal statement now to Cambridge and a different one later on for the other UCAS schools?

The Student Room is a good resource for those applying to UK schools. Try posing your questions there regarding the UCAS.

The personal statement on your UCAS form goes to all UK schools you hae applied to. So don’t write “I have always wanted to study at Cambridge because…”. This will likely make other schools reject you. For similar reasons it is not a good idea to apply for lots of different subjects (courses, majors whatever you want to call them) because it is nearly impossible to write a single coherent statement about multiple subjects.

You may apply to St Andrews without using UCAS.

The Cambridge application deadline closes in 1hr 45 minutes. Good luck.
