If my UWGPA is 3.90, WGPA is 4.19, ACT is 32 (writing 36), and I am an Eagle Scout, Founder and President of school Queer-Straight Alliance, and among top 10 HS Oboists in CA, what are my chances of admission if my personal statement was mediocre (after rereading, seems more about my mom than me)?
I would say a High Match depending upon your intended major. Academically you are about average for these schools, so it will probably come down to your EC’s and essays as the determining factors.

I would say low match to match. Act is lower, and grades are good. So are ecs but essays are really important for huge ucs. You made a common mistake, writing about someone else more than you wanted to. Your oboe rank is awesome, but again, its hard for many people.
I consider it a high-match, but for non-engineering majors, low-reach otherwise.

Honestly, I think UCB and UCLA are low-mid reaches (most likely low). Does your school rank? If so, what is it? That may explain the GPA. For me, I have a 3.8 UW / 4.25 W, 35 ACT, conservatory-level saxophonist, president of various clubs, and other stuff. Most people have said that UCB/UCLA for me are high-matches in general. Because of that, I think these schools are most likely to be low reaches. (Not trying to discourage you in any way; I commented solely because I had an upperclassmen friend who had a 4.4 and 34 GPA, which everyone thought that UCB/UCLA was probably a low-mid match for him. Denied from both, and the amount of disappointment from having too high of expectations from day 1 is what made me want to share this.)

@ayyyyyyy My class rank is 8/167 (4.8%), and with last semester grades put in, my new WGPA is 4.24 and UWGPA is 3.91
You should definitely consider sending in a music supplement, depending if your schools allow non music majors to send one in.
@ayyyyyy, re: #7 - The UC application deadline was November 30th. I inferred that the OP is a senior, who has already applied, and so there is no point whatsoever in suggesting any additional actions.
