After taking the GRE, I started getting emails from schools and USC offered me a PhD visitation program which was all expense paid among a few other things. Does this imply that they are very likely to admit me when I apply for PhD? The reason I ask is because the program admin told me it was competitive and so forth, and did require an essay of research interest and recs.

No. It’s kinda like what SAT did when we got all those college mailings. It’s just a way of saying your GRE scores were competitive for that program.
