I would say that your chances would then increase because it shows that you have a passion for your major with the EC: class committee

Upward trend is good and your ACT is solid. GPA is main flaw but could be overcome by some stellar essays.

I have understood that UCLA and UCB are very focused on GPAs in admission, and a UC-GPA under 4.0 makes both of them enormous reaches. I think UCSD is also a reach for that GPA.
