What exactly are the things that you expect to get from this brotherhood? You need to define that so you will know for certain that you have found them when you do find them.
The other thing to consider is that every single frat that now exists was initially founded by a group of students who weren’t members of other frats. Perhaps you need to think about becoming a founder rather than just a joiner.

But good luck with whatever you chose. At least feel fortunate that you have that luxury to decide since you’re already in a top 20. Academica > Social life for some people, if you are a Social life > Academia that’s fine too, I just hope your reality at a party school satisfies your expectations, if not it would have been a waste to transfer…
How about studying abroad junior year in a fun place?
I am definitely studying abroad for a semester junior year, regardless of what I decide to do. That was always in my plans.
If you transfer, you may not be able to study abroad during the school year. You’ll need a certain number of units on campus and may not have enough time to do that after a transfer.
