<p>Well I don’t even get your question, TBH. I assumed that you asked something about a possible subject-verb agreement violation made by “federal fish and wildlife service”, and the noun “federal fish and wildlife service” is a singular noun. Therefore there is nothing wrong about “is” following the “federal fish and wildlife service”.</p>
