<p>The answer is D, but I choose A. Why are A and B wrong?</p>

<p>As used in this sentence “because” is a conjunction – i.e. tying two phrases together. The first phrase is however incomplete. Simplifying – “The shift is” … Is what? Try two ways to complete the thought: (1) The shift is happening, (2) The shift is not happening.
Notice that both work. So without the “happening” (a participle) the phrase is incomplete, and ambiguous.</p>
