Can lacking the worldly wisdom be called as naivete? I don’t know how this is A.

“Lacking worldy wisdom” You needed to look at the verb: lacked. The candidate was not described as indecisive but, as lacking.

From Merriam Webster for “naive”: “having or showing a lack of experience or knowledge : innocent or simple”.
