My high school is also highly ranked

What is your intended course of study?

The Common Data Set (CDS) doesn’t break down admission statistics for out-of-state applicants to public universities. You can find each school’s CDS then compare your stats to the data in section C; however, those will reflect stats for all applicants (most of whom will be state residents.)

You also can find qualifications of enrolled freshmen, for many schools, on collegedata.com.
For example, for VTech, the average entering GPA for a recent class was 3.97; the average SAT-M was 639; the average SAT-CR was 629. Since all your numbers are below average, and you’re an OOS applicant, presumably VTech would be a reach. Maybe a long reach, for certain majors.

Are you considering in-state public schools such as UMBC or Towson? Net costs should be much lower.

I believe that you will easily be able to get into UTK and Kentucky with your stats
and also have a shot at Auburn and South Carolina. I don’t know much about the other school’s admissions though.
