Possible Free Ride or Scholarship

I know this is far fetched but can someone suggest a university which can possible offer me a full scholarship or a good amount. I plan to pursue Electrical Engineering. This will probably be a safe option.
I have attached my grades and resume. Though my scores aren’t very good I have good extracurriculars .

Note that the main criteria for many of them will be unweighted GPAs and standardized test scores.
Good extracurriculars won’t compensate for stats that don’t meet minimum requirements.
Note also that some public universities don’t offer financial aid to international students.

You might also want to check out Vanderbilt, Carnegie Mellon, or the University of Southern California. I believe these all offer EE majors and competitive (not automatic) merit scholarships. These are very selective long shots (especially for international + high need).

Other possibilities (a bit less selective, but with EE + merit scholarships) might include:

Illinois Institute of Technology
Tulane
University of Rochester
University of Miami

Depending on your situation, need-based aid may help you as much as a merit scholarship.

(again, these are all very selective … but if you’re an international who wants a large need-based grant from a school with engineering programs, that may be the kind of school you need to consider)

Have you taken the SAT/ACT? Those scores are usually critical for merit aid.

What can your family afford to pay? It is even harder to find scholarships to cover transportation costs than it is to get a full ride.

70% of what? There is a huge difference between 70% of $70,000 and 70% of $30,000.

How much can your family afford to pay? That is the figure you need to know

You’ve done some great work! Congratulations. From your opening sentence it appears that you realize how competitive merit aid is (at selective schools). I would say that the most interesting area of your resume and the part that differentiates you is clearly your electronics passion and expertise.

I would seek colleges that have scholarships with an emphasis on engineering, STEM, etc. Also, in addition to their general admissions scholarships, some universities have departmental money available for the right student (even first yr students) and other resources for upperclassmen. I would research schools with those types of opportunities. You will likely have to speak to the individual departments to find out about their situation. That will be as good opportunity for you to get to know them and vice versa.
