<p>Everything is accounted for already in the Preliminary Award. Always thought the Blue and Gold Plan was a gimmick since UC fees really only amount to 13-14k (with COLA accounting for the rest). Students who would qualify for Blue and Gold would have qualified for that amount of financial aid even before it was announced, so this really seems more like a PR move to take some of the edge off the tuition hike negativity.</p>
