So Georgetown has a non binding EA program (this I already knew). Princeton also has a non binding early action program (I didn’t know this). Under both programs an applicant is allowed to apply early at other schools, so long as it isn’t binding. I want to major in IR and Econ with a minor in Arabic. My stats are about a match for Georgetown SFS (though it’s still a reach), but my stats are a bit low for Princeton’s Woodrow Wilson school (it’s a high reach). Should I apply early at both? It doesn’t appear to break the rules, but I’d rather be safe than sorry. If I can’t apply early to both, which should I apply early at? I have hooks (URM, multiple birth status) that I hope will make up for my lowish ACT score. My grades and rank are fine, and my ECs are very relevant to my future goals, and show a strong commitment to IR.
Although Princeton’s Single-Choice Early Action is non-binding, it is a restrictive early action program. Princeton’s rules do not permit you to apply early to both Princeton and Georgetown.

Well, shoot. Which should I apply to them?
Look at the two programs in your area of interest, and the common app supplements. Which program fits you best? Does one college’s supplement ask questions that give you a better opportunity to present yourself and highlight your strengths? If these are definitely your top two choices, work on the applications for both of them and see where it takes you. You have three months before you have to make a decision.
