Prior acceptance improve odds for transfer?

My son was accepted to UCD as a freshman, but opted to take a substantial merit scholarship OOS instead. He has second-guessed his decision ever since, and has applied to transfer for Fall '09 (as a junior). Would UCD still have access to his two-year-old application, and is that factored in to transfer decisions? I noticed on the admissions web site that students who were eligible for admission after high school have less-stringent standards for admission (2.0 GPA vs. 2.4). He has done fine academically (3.6) but is miserable in AZ.

in my opinion, 3.6 looks pretty good. He should get in no problem.
Prior acceptance might improve his odds, but I’m not sure.

We would have access to prior applications but, we won’t be reviewing them nor will they increase is chances for the current application. Students who met UC eligibility out of high school do have less stringent eligibility requirements as transfer students, however, those are only eligibility requirements.

Thank you for the clarification and the quick replies. I’m sure he will survive even if he isn’t admitted, but I would love to have him back closer to home!
