<p>No way in hell you’re sure to get into Penn. The class of 2013 there only comprises of 1% of people who were not in the top 10% of their class, though you might be an exception this year due to the circumstances you had to overcome in your freshmen/sophomore year.</p>

<p>OP is a URM + SATs & ECs strong enough. Most/ many of these schools will forgive the first 2 years
Penn SAS: reach for everyone, but URM helps a TON!!! at Penn. Trust me, I know some stories.

<p>In, In, In and the rest IN! I think you are an outstanding student good scores, top course load, URM, and the SAT is great for all of these. The only slight reach would probably be NYU but with rec’s you should be all OK :)</p>
