Provisional Admission to Full Admission

I got provisional admission in Columbus State University because I didn’t do Gmat exam, since my GPA 3.3 in undergrad in US with 7 years work experience.

Since Im international student the admission office informed me that we cant issue an I-20 for Provisional admission and they will contact the School to get me full admission.

Now, Do I have to send email to school to get the full admission and what is the best email could send to school?
Is it right that the school couldn’t issue an I-20 for Provisional admission?
