Question: why not D? Definitely not because of should, because that’s how British English goes. Is it “in every February” or “every February”? OR because of “February, the month in which” or “February when”?</p>

<p>I believe it is because of “in every February” and “every February.” This is because “every February” means that it is a recurring, annual event, while “in every February” would be like this comparison:</p>

<p>“putting an egg in every basket” vs. “putting an egg every basket”</p>
