They don’t care. What matters is what you do. If you’re a top student you’ll do well. So, look at the first year classes (look for "4 year flow chart " or "recommended academic plan ") and compare, then choose where you’ll do better in your opinion.

Does NASA hire non-citizens? I thought you had to be a US citizen to work for NASA as an engineer.

What are your parents saying about how much they can pay?

I am not going to be an astronaut at NASA but just get some normal job( a friend of my cousin is working there and he is Indian) and then use my experience at ISRO

My parents are willing to pay about 300000 rupees and thats about 40000 usd

mom2collegekids is correct regarding US citizenship. You will find the US citizenship requirement widely applicable in the US aerospace and defense industry, not just at NASA. From that perspective, mechanical engineering could give you more options. Penn State has one of the largest engineering alumni networks in the country, which you will find beneficial when looking for a job. UMass is not as well known as Penn State outside of the northeastern United States, but only you and your parents can decide if attending Penn State is worth the extra cost.

Now i am in a huge dilemma…

I have worked for over a decade in the US aerospace and defense and had a lot of coworkers that were originally born outside of the United States. They all managed to get US citizenship one way or another (marriage, lottery, sponsorship, etc.). If you are committed to staying the US after you graduate, I’m sure you can figure it out.

Also, I think you may be overpricing Penn State at $52,000 per year. For a non-resident, it should be about $31,000 tuition plus $12,000 for living expenses; and you might be able to reduce the living expenses by up to half if you move off campus with roommates after the first year.

PSU is a great school, but UMass Amherst isn’t bad. I’d save the money.
