Help me choose the best college with respect to academics in Mechanical engineering
and also in ohio state university and michigan state university. And also suggest me on the basis of job oppertunities and chances of me getting into NASA
I would strongly urge you to go to UMass Amherst and use the 12000 for grad school or something else.

Grad school is typically funded, unless you mean med school or law school.
*net price = (tuition+room+board+fees) - (grants+scholarships)
I thought only PhD programs were typically funded, while funding for master’s programs varies widely between universities and other circumstances (like an employer paying).
You’re correct -but engineers don’t *need * a master so either they go for PhD as per personal choice, or a master of two sorts : often for MBA (funded) or Master’s as per company 's wish (funded).
Why mechanical engineering if you want to work for NASA? If you major in aerospace engineering at Penn State, and do your part academically, you will have good internship and job opportunities to work for NASA. Mechanical engineering would be a much harder route.
Penn State is the best choice here.

Provided all of the programs are accredited by ABET, you will get a solid education. Your starting salary after graduation will not depend on where you went to college. If you want to work for a specific employer, contact the career center at each of these universities and ask them. They will be able to tell you if that employer recruits there.

I heard that for an Astronaut it is better to have touch in electrical engineering etc thus I am taking mechanical engineering then I will do masters in aerospace engineering

You’re right, a first degree in mechanical engineering is more widely applicable and an excellent background for a Master in aerospace engineering .
However, internationals can’t become astronauts for NASA.
I dont expect to become an astronaut in NASA, I only expect to gain some experience in any related field and use that experience for job at ISRO(i am an Indian)

Then, absolutely Umass . Penn State is not worth 15k /year more (unless your parents have 200-250k in a college fund for you)

Penn State is slightly Better, so if it’d been a 2k difference, but here the cost differential is too great and won’t be caught up by salary or anything.
