Hmm. Those are very different degrees and both are more professional degrees than LAC majors. John Jay is a well-known college for criminal justice and it has a forensic psychology BA offered. Usually people going into forensic psych major in psych at a uni or LAC and then get a graduate degree to specialize. If you plan to be in NYC for the John Jay program, at a SUNY FIT (Fashion Institute of Technology) they offer many business-related fashion degrees. You may want to check out those offerings. At both schools, once you gain NY residency, the tuition is bargain basement prices, like $6K-$8K for a year. Check the latest rules, but gaining residency might be worth coming to the City during a gap year and working before enrolling. The difference in tuition prices might be worth that investment. Also, you would gain experience working in the industry before starting school. Best of luck.
Yes, specializing in a specific subfield is for graduate school. There are very few colleges that allow undergrads to specialize in a particular subfield of psychology, and forensic psychology is even more uncommon.
As a side note, even the forensic psychology major at John Jay is not materially very different than a general psychology major at any other college. The core courses (intro psychology, research methods, statistics, social, developmental, abnormal, cognitive) and core electives (brain and behavior, perception, learning and memory, etc.) are the same as you would take in a psych major at any other college, and the vast majority of those classes - including psychology and law - are on offer at most schools. And only a few of the psychology general electives are related to forensic psychology specifically.
FIT is really great for fashion + business majors. There are a couple of them.

Marist College, a small LAC in Poughkeepsie, NY, in the metro area of NYC. They have psychology and criminal justice majors, and they also have minors in psychology, criminal justice,and fashion merchandising. You could major in psychology, take some classes in criminal justice to make it forensic-related, and minor in FM.
Syracuse has a major in psychology. They have a major in fashion merchandising, but not a minor. You may be able to take some courses that are equivalent to a minor.
Sacred Heart University (in Fairfield, CT) has majors in psychology and criminal justice and a minor in fashion marketing and merchandising.
Fordham University has a major in psychology and a minor in fashion studies.
Pace University has majors in psychology, criminal justice and forensic science and a minor in fashion marketing and merchandising.
Long Island University has majors in psychology and criminal justice and a minor in fashion merchandising.
You’re probably noticing a trend - that most of the schools with fashion merchandising minors (and majors) are in or around NYC. That’s not a coincidence, but there are some other options:
Meredith College, a small women’s LAC in Raleigh, NC, offers majors in psychology and criminology and a minor in fashion merchandising & design.
Lasell College, a small college in the Boston metro area, has a major in psychology, a minor in forensic studies and a minor in fashion merchandising.
At Lipscomb University - a smallish private Christian university in Nashville - you can study psychology and restorative criminal justice and minor in fashion marketing.
Seattle Pacific University has a psychology major and an apparel marketing minor.
I also skipped a bunch of public universities that have fashion merchandising/marketing minors. The ROI isn’t very good for going OOS unless your family can pay out of pocket or you get a substantial scholarship or other discount on tuition. Most OOS public universities don’t provide much financial aid to nonresidents. Nonetheless, you can find them if you search for “fashion merchandising minor”. Virtually every school has a psychology major, and lots of schools that have fashion merchandising majors also have criminal justice majors or minors.
