Often Public Policy majors are housed in Public Affairs, Public Admiinistration, or Political Science Departments. Indiana University School of Public and Environmental Affairs has a large undergraduate program that is very highly ranked.
If you go to USC, maybe you can get a class with Professor Schwarzenegger.

Check out Trinity College in Hartford. They also have an MA in public policy. Centered in a state capital city and offering rigorous academics in a small elite liberal arts college NESCAC system will afford you the opportunity to do an internship and research while at the college.
