My daughter has attended to 4 summer programs by getting scholarships. May I include this info in the Common App’s honor section?
If it’s a merit scholarship, it can be listed as an honor. If it’s a need-based scholarship, it’s not.
And to be clear, your daughter, not you, should be filling out the common app

I am aware of that, she just asked me that question and I did not know how to answer it.
I would also encourage her to put the programs in her activities (even if she puts them in honors.) If she doesn’t have room for all four in activities, she can combine some/all.
