would a congressional internship in high school look good on college apps (i already got the internship, I’m not doing it for college apps, i genuinely want to intern for this member of congress but I’m also curious about how it would look on my college app)
Of course. 
It would be viewed as a great EC and definitely something different.
You might even get a good essay topic out of this… related to dealing with the public. Good luck!
