My question: for a low income independent in state transfer student, what would be the loan cap for such student per year?

I would be coming in as a third year. Also my income as an independent student was lower then 2000. I would imagine I would receive a good amount of grants and intuition aid instead of loans. I also receive the full pell grant. What do you think?
Colleges that meet need usually expect a student contribution which rises as the student moves through the grades. I don’t know what UVA’s expectation is for that, but I would imagine everything else would be covered. You can call the school FA office and talk to them about this. Schools are usually very helpful in this area.
About $11-12k…maybe a bit more if Perkins is added.
