EXAMPLE 1
He believed that while there is serious unemployment in our auto industry, we should not ————— foreign cars.
(A) discuss (B) regulate (C) research (D) import (E) disallow

EXPLANATORY ANSWER
Choice D is correct. The word “import” means to bring in from another country or place. The sentence now makes good sense. The competition resulting from importation of foreign cars reduces the demand for American-made cars. This throws many American auto workers out of jobs.

I don’t get the answer and the explanation here. There is a while, so that means that although there is serious unemployment in our auto industry, we should not ————— foreign cars. Since there is serious unemployment, more locally made cars have to be made, thus less foreign cars must be imported in or they have to be disallowed. However, there is a while, so it has to be opposite: foreign cars must be imported in, so we should not disallow foreign cars.

Is my explanation correct? Please help!

EDIT: I realized that there are two different answers for two different interpretations of while, one meaning “during the time that; at the same time as”, and the other meaning “whereas (indicating a contrast)”. This means that this is a poorly designed SAT question…

Thanks!
