Questions about foreign schools

Hi I have a few questions about foreign schools,I have a 3.5 GPA and in a cc, I was wondering if I apply to Mcgill (even though I might get rejected)if I improve my GPA and do better in the next year,If I will get preferential treatment for applying beforehand? Also what do schools in Canada and the UK and Ireland look for in students besides GPA and Test scores? Does personal character and hardship count for anything? Also I will be an German citizen in 6 months, (dual us/German) Germany is in the EU. Is it true that non EU students have an easier time getting in to European schools because they pay international rates? Would it be illegal if I withheld the fact Im EU if I apply to a European school to get in if this is true?

Regards
Jeremy

you will most likely pay non EU rates anyways if you are not a resident in the EU country for the 3 years prior to enrollment, regardless of citizenship…depending on what country
~i am applying/have applied to EU schools
