Questions about transferring

<p>Hi, I am an incoming freshman to Frostburg State University in Maryland. I chose FSU due to it’s affordability and closeness to home. I need to transfer to the University of Maryland at College Park for the 2013-2014 year, however, to major in Atmospheric Sciences. I just have some questions, such as How to I go about transferring to another school? Who should I talk to at both FSU and UMD? What paperwork needs completed?</p>
