Error ID

Most people were staying in town during the storm, refusing ‘to evacuate from’ their homes, ‘even though’ emergency workers ‘had extended’ numerous offers ‘for’ assistance.

A. to evacuate from
B. even though
C. Had extended
D. For
E. No Error

I personally guessed ‘to evacuate from’ because from is unnecessary. Now that I reflect back, that was a bad choice. However, I don’t understand the correct answer.

Thanks in advance!
