Quick Grammar Question

Hi guys, I was practicing SAT grammar, and I was wondering which of the following sentences was correct…

“Emperor Frederick the Great of Prussia believed that fighting a successful war was creating a minimal intrusion into the lives of civilians.”

OR

“Emperor Frederick the Great of Prussia believed that to fight a successful war was to create a minimal intrusion into the lives of civilians.”

Please provide an explanation. Thanks in advance.

I will say the second one.

this means that fighting the war will create minimal intrusion

this means that a successful war causes minimal intrusion

Also (believed) is simple past tense while (was creating) is present continuous thus 1st one is automatically wrong due to unconsistancy of verb tenses in the sentence.

Did my explanation help you ?

Agreed^ Definitely the second.
