if i get a license in engineering in north carolina can i work anywhere in the us with that license

Yes and no. Licensure of engineers is a state issue, so depending on the laws you may be required to seek a new license in each state where you work and/or live. However, most states use similar requirements and/or have some type of reciprocity with other states that makes such things simply a matter of filing a form - not a big deal. And all of this of course assumes that you are in one of the industries/disciplines where licensure is even meaningful - for most engineers it is not.

BTW - as an electrical or electronics engineer, it is doubtful that you will need to worry about licensure. There are relatively few jobs in these fields that need it.
