I attended CSUF from 2011-2014. I left with a 1.81 GPA and am currently trying to go back to school at a local community college. I plan to get an Associates Degree to Transfer in Math and transfer to CSUSB. I had talked to a college counselor at CSUSB and they said they would require a 3.2 GPA since the school is impacted. I just need 8 more courses to get my ADT and I plan to retake 3 courses (grades are D, F, and IC) to help raise my GPA.
Is it even possible? Will taking more courses help, even after surpassing the 60 units that can be transferable?
Any tips or advice would be great. I need to go to CSUSB since it is the closest university to me. I have my family to raise and attending a further university is my last resort.
You need to work with the transfer admissions team at CSUSB and with the transfer advisor at your own community college to a plan for your studies. They are the ones who know the situation best.

However I think you should double-check the 3.2 requirement you were given. In 2017 they said the average xfer gpa was 3.10 which means a bunch must have been less than that. Also, are you in their local service area? Students attending a CCC in it have a lower gpa needed for admission. They also say
