I am a junior with current unweighted GPA of 3.4 ACT 32 SAT 1470. I had a health emergency in 10th grade and am catching up now. I missed a whole semester of 10th grade, but because I was ahead, I am graduating on time: Highest math is AP Calc Ab, AP Physics 1 and AP Principles of Computer Science. I will take Calc 2 and General Physics 2 through DE next year . Vex Robotics for 3 years (National and Worlds), some leadership, lots of volunteering and a sport all through high school, summer jobs, instrument and creative hobbies .I want to major in aerospace engineering but worried that I am cooked with my low GPA. I have a C in one Semester of Spanish and a C in English in 9th. I am at an uber competitive school where my GPA is the bottom 20%. Any school recommendations that I should look at? East Coast or Midwest preferred! Thank you!

What you and your parents can pay is highly important in determining which colleges are possible.
To answer your concern, you are definitely NOT COOKED.
But yes we need to know budget and any desires.
But cooked isn’t in the realm of an apt description. There are, without knowing budget concerns, many a school for you.
Parents can contribute up to $40,000 a year but said they will potentially got to $50 if the school is good (whatever that means)
Any geographic restrictions ? Any size preferences ? Are you open to MechE too ?
I want to stay on the East Coast. it open to Midwest. My top choice is Aerospace but I think I would be open to Mechanical with Aerospace as a minor or a program that has opportunities to make Aerospace a concentration.

I’ll look later but WVU will work for sure, assuming US residency. It’s 70 miles or so Sout of Pittsburgh - so it’s East Coast or Midwest, however you define it. After you say your state, I’ll tell you more.
I am a US citizen from Virginia, NoVa area.
I am a US citizen from Northern Virginia. I know Morgantown well. One of my parents got a PhD there and say it’s a party school. It’s definitely on my list.
Would GMU, ODU, and/or VCU (which offer aerospace electives under mechanical engineering) be reasonable for admission and affordability as a Virginia resident?
(VMI also, but only if you want a military officer career starting with ROTC in college.)
Does party school matter ? As an engineering major, you’re going to get your butt kicked academically. 50% of engineering majors don’t finish. So keep that in mind.
There’s 80 ABET accredited aero programs in the country. I’d recommend you look at the following (mid Atlantic to New England and the MW).

U Buffalo - about $51k but may match Va tuition or have aggressive merit. Not assured but SUNY has a free app week and would be worth a try
U Cincy - over $40k but less than Buffalo - worth a chance
Clarkson - my co workers kid paying less than $40k with merit (substantial) - but like Buff and Cincy, worth an app but not assured to hit budget.
UHa ((Hartford) - same as Clarkson
Kent State - assured to hit cost
Getting further West but still Midwest - Missouri Science and Tech - will hit with merit which is $21K estimated.
Purdue - but it’s a reach
Va Tech - reach
UVA - reach
WVU - hits costs
W Michigan - hits cost
Wichita State - hits cost
Lots of strong aero programs on the list. Btw - the last three are all well known for aero, more than you’d think.
Bonus pick - hits cost bit south but not far from Virginia - surrounded by aero companies - UAH. Likely as good a place to study aero as anywhere in the country from a getting job POV.
I think all these are reasonable admits except where noted and will hit (you must have two that will hit and then a couple that may hit are fine - but will hit and a safe admit is a necessity).
