I am applying to UPENN in a few days. I know a Tunisian (from my country) who earned a phd from Cornell. He then became a research administrator at UPENN (retired now). He wrote a recommendation for me and my question is : is it an appropriate recommendation ? Should I send it to Upenn ? How about other colleges?
In the letter he wrote about the interviews we had and what he thought of me.
