Recommendations for Colleges to Apply to

Hi I’m a Northern VA rising senior and wanted to know if my list seemed solid/realistic. Prestige is decently important. I’m applying for BME, as well as to multiple BSMD programs (not listed here); My dream school is Duke (BME).
My big concern is my class rank, which is 26/420, just outside the top 5% (I slacked off junior yr F).

Here are my stats:
UW gpa: 3.82
SAT: 1540 (800M 740RW)
Subjects (Projected):
Math II: 800, Chem: 770, Bio: 750

APs:
5: Stats, CS, Lang, World History
4: BC Calc, Bio
3: Physics

My current list is:
Safety: George Mason, Virginia Tech
Target: UVA, Georgia Tech, Umich, UCLA (EAing to all)
Reach: Hopkins, UPenn, Carnegie Mellon, Duke, Northwestern, Brown

For out of state engineering applicants, GT, Michigan, and UCLA should be considered reach schools.

VCU would be a good safety.

Ig I’ll consider all of those to be reaches then.
