Does it make a difference if I send in my app by December 12 or by December 29? In other words, does sending it in earlier help my chances or is it all the same as long as it meets the deadline?

If you’re absolutely certain that it’s done and given a month to re-revise your essays, and all your test scores are good, an admissions officer from a state school told me that submitting early gives the admissions officers more time to look over it and may come out in your favor.

However, plenty of people submit applications last minute (eg. me–the night before) and get accepted.

So If my new ACT scores won’t come out until the 29th should I wait until then or just send it before and send the scores later?

SAT subject tests come in the 22nd. Same situation here.
