Repeated Courses Are Incomplete??/Low GPA/Fall 2017 Transfer

Hi guys, I have two questions. Please help me!! I repeated some classes a few semesters back, but my GPA have not changed. Instead, next to the new grades of the courses I retook, there’s an “I”. I know “I’s” means incomplete, but I don’t understand how it’s possible for me to get those when I passed the repeated courses with A’s and B’s. I turned in all of my assignments.
Secondly, I am a junior (but softmore at my current CC because I transferred from another CC), and my GPA is overall a low 2.52. I had some personal issues, so I messed up my first two years of college. I was very unmotivated to go to school and half way through college, I found out that my dad had cancer. My first year at Cypress College was a wreck. I had a 1.5 GPA for not taking college seriously. After transferring to GWC, I started off having a 3.0, but it dropped dramatically after my EOPS counselor advised me to keep some of the classes that I have C’s in for the sake of maintaining my Financial Aid. In the end, I failed most of them, my GPA was lowered to a 1.55, and was no longer eligible for financial aid. Two semester after that, my dad passed away. Soon after, I became motivated and got my GPA from 1.5 to a 2.18. I managed to get honor rolls(3.5GPA) these past two semesters. I am planning on transferring to CSUF, CSULB, and UCI for FALL 2017 with the major in English. With a 2.52 and hopefully, once my GPA is fixed for the classes that I repeated in the past, do you think I have the chance to transfer? Also, I have two more semesters left, and I’m currently retaking two classes this summer. If I could bump my GPA to a 3.0, do you think I’ll get accepted?
