I have a D in a 1 semester AP government course. Would taking a regular government class next semester count as a repeat for that a-g course? I’m not trying to get the AP credit now, I just want to graduate and get accepted at least into a CSU. Thanks

If you take regular government, it will not replace the AP Government class but it will satisfy the a-g course requirement. See Matrix link:

Would a CSU accept that as credit for passing a government class?

Yes, since it is a government class as required. If you are not sure, I suggest you check with your Guidance Counselor or email admissions at the Cal states you applied.
