Residency: Given and Denied?

I applied to both UNC Wilmington and UNC Chapel Hill as an OSS. Because of my situation, however, I applied for reclassification to be considered an instate student for tution purposes. UNC Chapel Hill accepted my application but UNCW denied it, they were both given the same information. I am in the process of appealing UNCW’s decision, including a copy of UNC’s letter of residency acceptance.
Can I expect to win my appeal or is it possible for two branches of the same state university to have different decisions?

Some cases do come down to judgment calls, but in theory, you should get the same decision at both schools. Be aware that it might be that UNCW agrees to be influenced by UNCCH, or that after UNCW calls UNCCH to ask why they granted in-state status, UNCCH says “Our bad . . . we should have never granted that student in-state status; we’ll change it.”

"after UNCW calls UNCCH to ask why they granted in-state status, UNCCH says “Our bad . . . we should have never granted that student in-state status; we’ll change it.” "

^That’s what I was thinking!
