Not having it makes sense for theory 1 too, would probably screw up their admitted class if you withdrew seconds before the announcement, and would (I’m putting myself in the AO shoes) make me have to immediately admit a few more people asap to report to my supervisors.

Yes but i feel like more than 2 people would be waitlisted if that was the case given this forum represents a lot of top students and a ton get waitlisted
