<p>I can’t speak for Rice as I’m not framiliar with their system, but many schools have transfer waitlists due to the fact that transfer spacess are dependant upon the amount of freshman that are leaving - be it for financial reasons, wanting to be closer to home or what have you. Since many schools have not sent out transfer decisions yet (As we all know), students are unsure of where they will be next year (like us). Once they learn of their decisions, they will make plans accordingly and notify the school they are at, which if they are leaving, will result in an empty spot for a transfer to occupy.
I’d say sending in mid-term grades if you haven’t already would be a good idea. Once you receive final grades, send those too. Express a continued interest in the school and perhaps it will pay off by the school expressing a continued interest in you as well! Like I said, I can’t speak soley for Rice, just the concept of Transfer waitlists in general.</p>
