<p>It means you are supposed to submit your application by March 1, but they’ll give you a decision when they choose to. Their notification date is what’s “rolling,” not your deadline to apply.</p>
<p>Doesn’t sound like such a good deal for the applicant, does it?</p>
<p>Will they still read and evaluate your application if you send it after the deadline? Maybe. But they don’t have to. If I were applying, I’d be sure to send my application on time.</p>
<p>The advantage for the applicant is potentially getting an admittance early in the application cycle to take some pressure off. Obviously that doesn’t apply if you apply later…</p>
