I am an admitted student @Rose Hulman. My aim is to be a neuroengineering scientist and I am trying to figure out what path will get me there…
I have been told I need a solid foundation in engineering first then I can do neuroscience in Masters or PhD.
Undergraduate: Biomedical engineering vs Electrical engineering vs Material Science ??engineering
Masters: ??
PhD: ??
Please help me get me some clarity atleast for undergraduate engineering.

This is good advice. Finish your undergraduate in engineering for now and go from there. You can take neuroscience classes as electives or whatever. You may not even need grad school, depending on what type of career you want. Do you have any particular jobs in mind?
Choose electrical or materials over biomedical for a major. Mechanical is also a good one. They are more flexible and the employment opportunities are more plentiful.
