I have been looking into apply to all of the rotc programs and West Point (currently a junior). Here are my stats.
GPA: Unweighted 3.8 Weighted 4.1
I have all honors classes and will have 5 AP classes by senior year.
SAT: 1590 (weak, I know I plan on retaking soon and actually studying)
EC: Student Body Treasurer
Student Council 3 years
Key Club Treasurer
Key Club Junior Rep
Civil Air Patrol (Cadet Advisory Council)
CyberPatriot (Team Captain)
Football Fresh Captain, JV Captain and V (All-State Academic Team)
JV Volleyball
NHS
Boys’ State
100+ hours of community service with the Boys and Girls Club
Along with some other stuff but those are the main things.

You have a good chance for an ROTC scholarship, but West Point is tough for everybody. Good extra curricular activities overall, but not being a varsity athlete will hurt your chances at West Point or the other academies. You already understand your SAT score, but your GPA is obviously excellent and can overcome the SAT and/of ACT. Do take the ACT! Many people do better on it than on the SAT.
Remember, both the Navy and Air Force really want you to major in engineering. Army lets you major in whatever you want.
Application periods open sometime in June. Each service has a different start date.
For what it is worth, applying early is definitely a smart idea and will increase your chances of getting the college you want – especially for the Navy, which makes the final choice of college for you. You could potentially have the scholarship before Early Decision deadlines for your favorite colleges. Early Decision often increases your chances of getting accepted.

If you don’t get a 4 year scholarship, you can always apply for a 3 year or 2 year scholarship.
