Run out of Pell Grant

Hello,
I am a 40 year old returning student and senior at a California State University. I received an A.O.S. degree in Culinary arts over 10 years ago and am now pursuing a B.S. in Nutrition and Food and hope to pursue a M.A. in Public Health/Nutritional Education/Community Nutrition (?). I took out Pell Grants for Culinary school and for the entirety of my undergraduate work and have reached the end of the 600%. I am 25 units away from graduation. Over the years, I have been reassured by advisers and those working in the financial aid department that accommodations would be made, as long as I met the requirements, and I would continue to receive aid.
This summer, I received an F.A. award notice that indicated I would still be receiving similar/same award as last semester. Due to the over-enrollment at my CSU, I was not enrolled full-time until the end of the first week of class, which was when I realized that my grant awards had been cut $7K for the year. I have called and met with F.A. advisers to no avail, they simply say they are out of money. The only reason given was that I was 8 days late on their institutions application deadline which is 3 months before FAFSA’s deadline, so no $ for me. I never received any notification of this deadline, or of my award changes until last week. It is too late for me to apply for any other program, given that all deadlines for applications have come and gone. What do I do? Please help.
