No, they are different schools with different programs.
I think 8% are oos and 10% are out of country.
My oldest was admitted to Rutgers in 2014, my last 2021, and it’s even more competitive today. It’s not oos students, that hasn’t changed.
Other affordable OOS options for Engg are
Iowa State (COA of $33k with automatic OOS scholarship)
USF (COA of $31k without scholarship)
UCF (COA of $33k without scholarship)
Binghampton and StonyBrook are also giving decent merits this year (COA of $43k)

1430 SAT, IB program, school does not calculate GPA. He had average grades. ECs average.
