<p>Although this might be a reach for you, I would look at Rice University in Houston, Texas. They are well-known for their engineering/science programs. It is also a small school, enrolling only 3200 undergrads.</p>

<p>I was thinking Bucknell up until you mentioned school expense. It meets your other criteria but it is expensive. Clemson is larger but offers a strong engineering program and is rural. Most importantly, it is considered a value by todays standards.</p>
