I am from CT and looking for safety schools that I can get money from (I do not qualify for need-based aid). I would like to stay in the northeast, mid-atlantic, or NC, VA, NY.

Student council president
Founder and president of debate club
Captain of varsity XC, indoor and outdoor track
Board of Education student representative
Preferences: good finance or economics program
4000-18000 UG student body

Also I am top 10% in my class if that matters

What is a “safety” is going to depend upon what you can afford. Like @ucbalumnus the first safety school that comes to mind when I see your post is your in-state public university.
It is going to be difficult beating the cost of U.Conn anywhere that I can think of. There are schools in eastern Canada which are similar in price and would be safeties with your stats. If you can go a bit over $40k per year then more options in New England come to mind. At $70k there would be a LOT of universities that would be safe with your stats.
Run the NPC on UNC Asheville, UNC Wilmington, unc charlotte, cnu, jmu, Elon, Ithaca honors, SUNY Geneseo, Temple honors.
Look at honors colleges’ deadlines!
