SAT/ACT score dilemma, please help!

My scores are all printed on my school transcript so admissions officers will see them regardless. They cannot be removed for some reason.

Here are my composites and superscores:
ACT: 27, 29, 31 (SS=33)
SAT: 1950, 2080, 2250 (SS=2250-- same scores)

4 schools I’m applying to accept score choice, but some of these encourage the applicant to send in all scores. They are Harvard, Northwestern, Dartmouth, and WUSTL.

So, obviously the 2250 is much better than anything else. Here’s the important part though: sending in all 3 subpar act scores would cost $132.

The problem–if I don’t send in everything, adcoms may think I’m intentionally misrepresenting myself when they see everything on the transcript, but if I do send in everything, it will cost me $132 to mitigate a possible psychological concern.

I’d be willing to pay the price if it is absolutely necessary, so I want your objective thoughts.

Should I send in my act scores (and for that matter, the bad sat scores) knowing they will inevitably be seen on my transcript?
