I am currently a freshman that would like to take AP Computer Science next year but can’t because my schedule is full.
The only way to take AP Computer Science is to take Chemistry over the summer.
However, I would like to take a SAT summer course because I want to take the SAT next year.
My english skills are very weak for the SAT so that is why I wanted the summer course.
What should I do in my situation?

Tough choice. I wouldn’t recommend either myself, as I think that you should probably wait a little bit longer to take the SAT because you will only be a sophomore next fall; I don’t think taking important academic classes like chemistry over the summer is that good of an idea, either, as you won’t learn as much, and that won’t look good to colleges. No kids at my school are allowed to take APCS until junior year, so that’s what I’d recommend for you. Take chemistry at school sophomore year, and then start working on improving SAT skills (like vocabulary), but don’t take the test quite so soon.

why will it not look good to colleges?

SAT classes are scams. Have you ever heard of a website called College Confidential?

I would vote in favor of the chemistry class.
