<p>Does 11:59PM/midnight refer to the night OF, or the night before? i.e., is it the minute it becomes (for example) October 21st, or does it go all the way through the 21st and until the minute it becomes the 22nd?</p>

<p>All the way through. If the deadline is the 21st, you have all of the 21st to register right until it becomes the 22nd (which is 12AM ET)</p>
