SAT essay: excerpt vs assignment

From sample essay questions, it seems that sometimes the “assignment” is just a more concise way of stating what is in the excerpt and sometimes it is much more general while the excerpt is more specific. Does one need to be directed/restricted by what is in the excerpt or can one use the more general question written in the assignment? For example, my daughter answered the essay question in the first test of the Blue Book ignoring the excerpt and what it focused on; her answer didn’t really fit with it.
